Government Denies Plans for E-25 Petrol, Says Ethanol Blending Beyond E-20 Requires Scientific Validation

The government has denied reports of plans to introduce E-25 petrol, stating that no decision has been made to increase ethanol blending beyond E-20. Officials said future steps will depend on scientific validation, vehicle compatibility tests, safety assessments, and expert approval while highlighting ethanol’s role in energy security and reducing crude oil dependence.

The government has firmly rejected media reports claiming that it is preparing to introduce petrol containing 25 percent ethanol, stating that no decision has been taken to increase ethanol blending beyond the existing E-20 level.

Top government sources said that any future move towards higher ethanol blending will be considered only after detailed scientific validation, including assessments of engine performance, vehicle safety, fuel efficiency, and long-term durability.

The clarification comes amid growing debate over the impact of higher ethanol content on vehicle performance and fuel efficiency following reports suggesting that the government may soon introduce E-25 petrol in the market.

Government sources described the reports as baseless and lacking factual understanding. A senior government official said, “It is absolutely false. When we are still testing, how can we talk about E-25?” while dismissing claims that a roadmap for E-25 petrol had been prepared.

Officials said the government has adopted a gradual and cautious approach towards the ethanol blending programme, implementing each stage after extensive testing and consultations with automobile manufacturers and oil marketing companies.

According to government sources, ethanol-blended fuel has been used in India for more than two and a half years without any major concerns being reported by consumers or the automobile industry. The transition has been carried out in phases, with each level undergoing detailed evaluation before implementation.

The government introduced E-15 blending in April 2023, followed by E-19 in April 2024. E-20 petrol has been in use across the country since April 2025.

Officials stated that every stage of ethanol blending has involved comprehensive testing and assessment. They highlighted that nearly 20 crore petrol-powered two-wheelers and 20 lakh petrol-powered four-wheelers are already using ethanol-blended petrol, describing the programme as successfully implemented in a safe and controlled manner.

The government’s clarification comes amid concerns raised by some sections regarding whether existing vehicles are capable of handling petrol with higher ethanol concentrations.

However, officials maintained that there is currently no proposal for E-25 petrol and that any increase in ethanol blending will depend entirely on the outcome of ongoing compatibility tests.

According to government sources, E-25 compatibility tests are being conducted across different automobile brands and vehicle categories. The results of these studies have not yet been submitted to the government, and no decision will be made before reviewing the findings.

Officials said any future increase in ethanol blending will be approved only after scientific evidence confirms engine performance, vehicle safety, fuel efficiency, and long-term reliability.

The government also emphasised that the ethanol blending programme is not only an environmental initiative but a key component of India’s energy security strategy.

As one of the world’s largest crude oil importers, India remains dependent on international energy supplies, leaving it exposed to global price fluctuations and geopolitical uncertainties. Officials said increased use of domestically produced ethanol will help reduce dependence on imported fossil fuels while creating an additional income opportunity for farmers through the use of agricultural produce.

Government sources alleged that misinformation surrounding ethanol blending could create unnecessary public concern and delay India’s efforts towards greater energy independence. A source said, “There is nothing to panic. Each step of the programme is scientifically validated.”

Officials reiterated that there has been no decision on E-25 petrol and any further increase in ethanol blending, if considered in the future, will only be implemented after completion of studies and approval from experts regarding the safety of consumers and vehicles.
